You can’t buy or sell your product (or service) in a country without being liable for taxes and any charges levied in that country, even if your company is foreign or has a foreign board of directors.

You are a French resident and you wish to start a business in Russia. You buy components in France in order to manufacture multimedia computers in France. Once they are assembled, you sell the finished goods, computers, modems, printers etc. to a French wholesaler. You pay taxes in France.

Example: You are a Russian, Lebanese, French or other country resident and you create a company in the UK. You buy parts for computers in China and you sell the product to distributors in Russia, the USA or in Europe.

You can, however, set up a branch office in France for that part of the operation that is resident in France and then profits, after paying the necessary taxes in France go to head office.
